Looking at those graphs, it's pretty clear to me that Nielsen's sample is just too small to give anything approaching accuracy week to week.
Those huge variation seem to me to be more likely caused by measurement errors than by actual rating changes, always a problem when what you're measuring is close to the error rate (and the mathematical error rate doesn't take into account the difficulty of measuring actual humans!)

The past several weeks in particular with the presidential debates and primaries would be expected to produce big swings in news viewership.
