The only reason it opened big it was because it had a very good lead in. Opposite L&O:SVU and Without a Trace, both crime dramas, I expect the numbers to be very low. Remember when Raising the Bar opened to more than 7 million viewers. The last 6 or so episodes averaged around 3.7million. Soooo looking forward to Burn Notice in January. And it did pretty decently in ratings, hence the pick-up for second season. However, LEVERAGE is the exact opposite of a "legal drama,", are you sure you aren't mixing something up?
