Wouldn't they just reduce those payments when the affiliates get other forms of revenue instead, saying "you wouldn't be able to get so much for retransmission if you didn't have our content, so there's no need to pay network compensation" or something like that? That way they can at least cut costs, which may or may not even be equal to what they might get through their cut of the retransmission fees.
