When it comes to bubble status, like the Renew/Cancel Index we're focusing on the likelihood that a show will be renewed for next season (2011-12). Certain shows are toss-ups where based on the ratings, the renewal decisions could go either way and not be surprising.
We see crazy fan whining of bias all the time, and I'm sure this week's bubble watch list will prove no exception. Cue the "you are so biased for Chuck! How can Fringe and V be likely to be canceled while Chuck still gets some sunshine on the bubble? #&!* Chuck!"
It's not bias, it's just Chuck is on NBC. If V was on NBC and pulling the same ratings it gets on ABC, V would not be listed as likely to be canceled. Besides, Chuck fans have no reason to be smug, it hit series lows last week and could certainly slide into "likely to be canceled" territory before the season is over. It could also stay on the bubble the rest of the season and still be canceled. Such is the nature of the bubble!

Off The Map and The Event downgraded to "certain to be canceled"
Lie To Me upgraded to "on the bubble" - given its more procedural nature, its proximity to syndication (relative to Human Target, Fringe and The Chicago Code) and that it is produced by Fox, if Fox needs another show around as schedule spackle, Lie To Me is the most likely candidate.
I downgraded Hellcats to "on the bubble" just so the CW wouldn't feel left out.
Harry's Law upgraded to "likely to be renewed"
NBC announced renewals for Community, The Office and Parks & Recreation.
Family Guy, which was previously listed as "certain to be renewed" is, as the comment lawyers routinely pointed out, "already renewed" through the 2011-12 season.
