It is the LAW that the senate produce a budget every year, the house produce a budget every year and the president produce a budget every year.

What Baier is talking about is a gimmick called a budget resolution not passing a budget. A budget isn’t one page long. The term budget to any sensible person means just that, the federal budget. I was referring to spending provisions requiring 60 votes to implement in the Senate and the democrats not having 60 votes. Why worry about voting on a resolution if you don’t have enough votes to prevent a certain filibuster of spending bills produced from it? The law requires that Congress adopts one resolution and bringing it up to vote sets the process in motion. But if both houses fail to agree, and judging from the democrats’ response to the Ryan plan they will, then everyone would have failed to do their jobs, not just senate democrats.
I am sure eggman and Gabe will be owning up to their mistakes any minute now because that is what libs do when they are caught in a misstatement. Oh wait I am having a dream and just woke up, never mind.

Republicans controlled Congress in 1998, 2004, and 2006 yet failed to adopt a concurrent budget resolution, which is what the Congressional Budget Act of 1974 requires, not just voting on one.

it is VERY apparent that you do not know the process as the law lays out. No gimmick involved. The pres puts a budget out, the house puts a budget out and the senate puts a budget out by Apri 15 every year. Those passed budgets then go to committee to be consolidated, negotiated, or rewritten. then that budget is sent back for votes and signature. harry Reid has not fulfilled his part of that law which does not allow the proccess to continue. NO GIMMICK! The Republican house has puth their budget out there and is ready to have it go to committe along with the obama budget and the Reid budget that has not exsisted in over 1090 days!
So Gabe, you do not have a leg to stand on because the law has not been followed and harry has not allowed the process to get far enough to even worry about any kind of filibuster or filibuster vote!

You can’t blame Senate Repubicans for the lack of a Federal Budget. Blame that bitter old man Harry Reid. The GOP-led House of Reps PASSED a budget.
It’s been sitting on Reid’s desk for a while now. Reid won’t post the House budget bill in the Senate. WHy not? Because it’s not the spending plan that Obama wants.
Some people think it’s evil to wheel and deal and make concessions when it goes against your principles. But, from the President down to your local Planning Board, it’s ALL politics. And, that’s how government is supposed to work because everyone can’t have it THEIR way ALL the time.
Harry Reid! POst the House bill on the Senate floor. If it fails, THEN it should be said that both sides need to give a little. Reid does everything back asswards. You should NOT govern by taking action based on whether or not YOU think the Bill will succeed or fail. Post the damn thing and THEN you can say you did your job.
Reid AND Pelosi should be tried and convicted for failing to preserve, protect and defend the Constitution of the United States. And, nearly every elected offical, and some appointed officials, must swear to do that in the Oath of their respective office.

That April deadline has only been met about 4 or 5 times in 38 years. Again, if Reid passes a resolution which doesn’t get ratified with the Ryan plan, then Congress as a whole has failed to follow the law.
