Darlin, Mitt was referring to the people and groups he would not focus on for his campaign spending as he was taliking to donors at the time. (but he has since said it was just plain wrong of him to say it)
He was not throwing those people away but he was taking them out of the focus of his campaign since he know they would not vote for him anyway.

He bunched retirees into the groups that “are dependent upon the government” just because they pay no income tax and believe that they are victims, which is completely wrong.
