Two “countries” are fighting. One is armed with nukes, the other is not. Somehow the guys with the nukes are the underdogs. Yeah. Sure.
Need to get busy. Trying to get ready for Thanksgiving and our 6 year old GE Profile top of the line range went out. Repairman said they build them now to last 5-7 years. Will cost more to repair than is worth as more of the electronics, computer gizmos will continue to go. Need to see if we can get something bought and delivered in time to cook for Thanksgiving. If not–Thanksgiving will be an eat out day.

I’m expecting to see Petreus not really say anything surprising then for the right to say “what do you expect he’s part of the government” or “Obama got him to lie because he has him by the balls”. This is weeks of them whining and crying to get wanting him to testify. When they hear what they don’t want to hear they will make excuses.
So Petreus knew before that it was a terrorist attack, but what did he tell the White House…..?

Report: FHA to Exhaust Capital Reserves
The Federal Housing Administration’s projected losses hit $16.3 billion at the end of September, according to an independent annual audit to be released Friday, a much larger figure than had been forecast earlier.
The report suggests the FHA will require taxpayer funding for the first time in its 78 years, though that won’t be decided until early next year.
Housing officials said late Thursday they would announce a series of steps on Friday to raise revenue and avert such a milestone. Those steps are likely to raise the cost of FHA-backed mortgages for future borrowers
Facts:
· FHA reported last year that there was a 50/50 chance of the fund going negative. This week’s announcement will not be a complete surprise. The book years from 2005-2008 are terrible and a huge drain on the reserves.
· There is no “bailout” from congress. FHA operates under “permanent and indefinite authority” from the treasury. If funds are needed there is no congressional action – it’s simply done by this authority.
· The FHA may not actually need the money – the actuarial itself is not the real trigger that determines whether funds are needed. The official budget of the US Government estimates the amount, if any, shortfall in the fund in its 2012 budget, It is not the actuarial report that does this. FHA has all of 2013 to make the adjustment to the fund to insure it has enough reserves. If FHA brings in enough premium or legal settlement dollars to the fund during that year, there could be no draw needed.
· FHA is still a key housing finance product. This year, government housing programs (FHA, VA, and USDA) have accounted for about 35 percent of purchase application volume in our MBA survey. That is down from about 40 percent last year. In 2011 HMDA data, FHA accounted for about 70 percent of all government loans, so that would indicate about 25 percent of all purchase business is going through FHA in 2012 if FHA’s share has been stable. The government share of the owner-occupied purchase market has been running about 10 percentage points higher than that for the total purchase market. FHA loans make up about 35 percent of purchase loans for owner-occupied properties in 2012.
· 2011 HMDA (home mortgage disclosure act – data) shows that approximately 80% of all African American and Latino purchases were done using FHA/VA/or USDA – mostly FHA.
Implications:
· The likely response to this report, should it be negative, will be calls for further tightening of the FHA program. I expect that calls for increased minimum down payments, higher MIP fees, and lower maximum loan limits will all be considered.
· I would expect the first formal response to come from House Financial Services Committee. They have been the most active on housing policy and FHA oversight.
· Look for FHA to potentially proactively announce some changes to help offset more aggressive action. This may include MIP changes for some products or subsets of products, or perhaps some underwriting changes in select areas.
FHA is an important housing program. It is extremely important for first time homebuyers and lower income buyers. Protecting the viability of the mission is important and may require trade-offs that we, as an industry, will need to be open to.

King: Petraeus Said CIA’s Talking Points Were Edited to Play Down Terrorism
Representative Peter King stated that former CIA Director David Petraeus stated that he knew the Benghazi attack was terrorism and that the talking points given to Ambassador Susan Rice were different from the ones prepared by the CIA. Petraeus stated Rice’s talking points were edited to demphasized the possibility of terrorism
