NBC teamed up with the New York City Department of Parks and Recreation, but not to promote Parks & Recreation but The Cape.    Statues all over the city will be caped from Wednesday (yesterday) through Sunday when The Cape premieres.   Each of the caped statues will also have a promotional plaque which  describing the achievements of the person honored with the statue.   There is also some kind of Foursquare and Twitter check-in contest you can read more about in the press release.

Those wondering about the skywriting reference in the headline, Robert was referring to this, which was announced, but never happened.
